Closing the enablement gap requires governance mechanisms that can evaluate and provision AI tools at a pace that competes with individual adoption rates. That does not mean evaluating every tool with the same depth; it means building a tiered evaluation framework that matches evaluation rigor to risk level, so that lower-risk tools can be provisioned quickly enough to meet productivity demands before employees turn to unsanctioned alternatives.
